This problem is the relay solanoid on the right firewall in the engine compartment. Relay powers everything in the vehicle excluding the stereo and the starter.

if it was me i would take the gas cap off for a moment to see if there is a vapor lock in the gas tank then i would put it back on and then try starting the car also make sure your battery is fully charge i do not drive my Lincoln T/C in the winter but i always take the battery out and bring it inside to keep it warm and i start it up from time to time

replace fuel filter first then retest. still bad,
could be pressure regulator or fuel pump relay.
replace fuel pump if all else doesnt fix it.

with the key on engine off it should be 32>40 psi and drop to no less than 30 psi and hold... if not your looking at a pump assembly, check your fuel filter or replace it and retest.....hope this helps...GL
