make sure the wheels are straight.. if you park them with them turned to one side the steering column is under a bind.... if they are turned all the way to the right you will for example have to turn it a little to the left to release pressure as you turn the key...

I read somewhere that the fuel pump is lubricated by the Gasoline. It warned to never run out of gas with these Cadillacs. It may need a new fuel filter now.
The junk may have collected in your fuel filter?
Someone posted they had there fuel pump quit after running out of gas 3 weeks later. Try disconnecting your battery for 10 minutes first to see if it is actually the Anti-theft system.

have your evaporative emission control system check.sound like you have purge valve solenoid not working or vent valve control solenoid.have it scan.to see which component not working..reason your gas tank expanding. your fuel vapor building up pressure.your purge valve and vent valve open allowing gas vapor from charcoil canister. to be burn in the intake manifold to be burn in combustion chamber.

Check your ECM fuse. There should be 2 fuses for your ECM. It's the ECM that controls the function of the fuel pump. Good luck friend and it's also common for the wire harness from the frame to the fuel pump to go bad due to corrosion from the bad weather we get in the winter and rainy spring and fall.
