The relay is more than likely in the fuse box under your hood.
I would check that box first, then the inside one.
I think it's in the battery box, I know in the older models it was there, number 301.

get a code reader like the Actron CP9015 Code Scanner, 20 dollars and will flash codes. if it will not diagnose itself, the ecm must be replaced. this fixed my dads truck with the same problem

SOURCE: 2000 ABS relay location
Unfortunately the ABS relay is built into the EBCM. Electronic Brake Control Module. That is located on the frame rail, left side of vehicle and sits on top of the pump. Both parts are likely to be replaced together as getting the module off the pump can be difficult. I recommend a repair facility do this job but it can be done at home. You will likely need to take loose metal brake lines and that can be quite a task also.
