There is a panel directly under the steering column. I think there is two philliip screws to remove then pull the panel down the fuses are attached to it.

i had this happen on my old Dodge. you have to get to the back side of the fuse box. 2 screws and mine was out.the spot where the fuse melted should have a wire on each end of the fuse holder. cut these two wires off the fuse holder and put in a inline fuse holder. you can get these at any parts house. mine lasted for years after i did this. this link will show you what some look like. or just google it
