You need to rebuild the steering column and tighten all the tilt parts up that have worked loose over the years. Here is a guide to do that. The video at this linkis of a truck repair but the columns are the same in both and use the same procedures and special tools to repair.
There is a u-joint inside the steering column if you have tilt wheel. Which I don't think that I have ever seen a steering column get loose if there is not tilt wheel. If there is not tilt wheel then there are two bolts that hold the steering column up against the bottom side of the dash. You will just need to tighten these two bolts. If you do have tilt wheel, then it is going to require taking the steering column out and replacing the u-joint in the steering column.
If you select drive on the shifter and drive the car does the transmission shift out of 1st gear? If not. I had the same problem. Take the cover off around the steering column, on the left side there is a wire connector that pulls loose when the steering column is tilted up and down. I plugged mine back together and DONT TILT the steering column ,you wont have any problems.
i had to call a mobile repairman who works on steering columns to come and tighten up my steering wheel,he tightened something up inside and cost me about 50 bucks, some kind of steering joint or knuckle inside!
