Not something you do

Now you know that the fuel tank has to come down,
so why ask

The screen if you have one-- is part of the pump assy
not replaced or an issue

Fuel filter location

Your Jeep does not have a sperate fuel filter that is serviceable like an older vehicle. The so called fuel filter is just a screen attached to the fuel pump module inside the fuel tank. It is very rare that this screen becomes clogged or causes an issue requiring removal, but if the fuel screen is in need of replacement (very rare), then the entire fuel pump module assembly inside the tank will need to be replaced.

How do i remove the fuel pump?

To remove the fuel pump you will need to drop the fuel tank itself. Simply remove the filler hose from tank, and using a bottle jack with a block of wood on top, center jack under fuel tank near the center. You will need someone else to help with the removal if there is more than half a tank of fuel. Once the four bolts are removed. slowly lower the tank with jack and remove wires from the tank. Completely remove tank from under vehicle. Using a screwdriver and hammer, carefully tap the metal ring (or remove clips if plastic) and pull the pump straight out. When installing new pump, be certain that a new screen is purchased and attached to bottom of fuel pump assembly. Insert new assembly through top of tank and replace the retaining ring or clips. Then, in reverse order, install the fuel tank, reattaching wires before fully raising tank. Reinstall filler hose, be certain tank bolts are tight, and you are done. FYI...some fuel pump assemblies come with a new screen included. Be certain that new pump has screen included. If not, purchase screen. If the screen is not replaced, it will void the warranty on new fuel pump. Hope this helps you out.

1999 sportage dies when low on fuel but still plenty of gas....doesn't die when full Rough idle

mcdevito75 here, It could be a dirty screen on the fuel pump itself, or a weak fuel pump. Have your local shop check it out. At the very least have the shop replace the fuel filter.

WERE IS THE FUEL PUMP LOCATED??

In the gas tank itself, it's part of the fuel assembly. Once you drop the gas tank, you'll see a collar holding it in, remove the collar, and take out the metal and plastic assembly. With most modern vehicles, you will have to replace the whole assembly, but on some, you can take it apart and just swap in a new pump.

DO NOT forget a new filter screen for the pump, and to replace the inline fuel filter as well. (That one is about halfway down the car, should be driver's side.) The filter screen will give you a longer warranty on the pump from most parts houses, and replacing the screen and filter will give you a longer lifespan on the pump. (Less force required to draw and push the fuel, less wear)

No fuel coming out of fuel pump, replaced w/new pump, now it humms but still too long

There is usually a screen strainer inside fuel tank. This is to pick up big stuff inside tank and keep it from entering fuel lines. If someone was messing with you and dropped like a glove or piece of cloth into the fuel tank it would float around and eventually get caught against the screen and would keep gas from being sucked out of the tank. This is one possibility to consider.
