You didn't mention the year but typically newer Mustangs can look here: Open the trunk. Look at the cover protecting the driver's side taillight. There will be a red button. Push that button. That's the fuel reset switch.
However, you may be having a problem with the security system instead. On the key fob, if you press the unlock button, that turns off the security and allows the car to start. If you don't have a key fob, the original key has a transponder that turns off the security when you put it in the ignition. If you have an aftermarket key, it will not have the transponder. You will need to get a new key from Ford.

Yes that is possible. Did you try and hook up lines together that go into the valve to see if it would run. Also check to see if there is fuel to injectors.

Do you hear the fuelpump when you first turn the key?
Check the fuse panel if not.
Or try to start it in neutral instead of Park. With the vehicle being moved the starter lockout may be out of adjustment that although it cranks the other terminals are not lining up to give it an ignition pulse.
If you have Keyless you may have to enter the Security code in the Keypad to reboot the antitheft.

TRY THE TRUNK, & THE KICK PANELS ON BOTH SIDES UNDER THE DASH WHERE THE PLASTIC COVERS ARE IF IT IS BEHIND THE KICK PANEL IT WILL HAVE A HOLE IN IT & YOU CAN SEE THE RED ON THE PART YOU NEED TO PUSH DOWN &SAME IF ITS IN THE TRUNK A SMALL HOLE IN THE CARPET ON ONE SIDE OR THE OTHER ,& YOU WILL SEE THE RED BUTTON INSIDE THE BLACK SLEEVE
