http://www.bbbind.com/free-tsb Enter vehicle info. year , make , model an engine . Under system click on body & accessories ,then under subsystem click on wiper / washer . Click the search button then the blue link . Looking at the wiring diagram i see the washer fluid pump is controlled by the BCM - body control module through the use of a PCB relay . The PCB relay's are non replaceable . would need to replace the whole under hood fuse box. Probably just the pump motor or clogged hose .
There are MANY diffrerent wiring diagrams so in order to narrow down which diagram you need, I would need to know which fuse is blowing and will be happy to help. If you know which componants this fuse controls you may want to start by disconnecting the different componants first to see if that stops it before you start chasing wires. You can let me know which fuse keeps blowing so I can get you the correct diagram by replying here or feel free to email me directly at email@example.com with all your information.
If you are looking for a complete wiring harness diagram then faxonautoliterature has the original Ford service manual for your truck which has complete diagrams in it. If you are looking for components to check then Haynes Diesel Engine Repair Manual, part # 10330 has good diagrams of components and terminals pinpointed for testing purposes as well as the specs for those tests and a good diagnostic section. Hope this helps.
