Question about Cars & Trucks
It is not the relay but the thermoswitch. In modern cars whenit packs up or disconected the fan runs full time. You have not told us what car it is though!

SOURCE: cooling fan relay 1998 neon
on the left(driver's) side of the lower rad support. It's a small flat relay with a plug on the bottom and usually has a blue colored front. held on by two screws. Also, there may be more rad fan relays in the underhood fuse/relay box.

I have the original owners manual, and it says that there is a fuse (No 16) and a relay (No 10) for the blower motor. I've same troubleshooting right now. If you wants send me a email to firstname.lastname@example.org to send you a scan imagen of the fuses diagrams.

the cooling fan relay is not in the fuse box.
it is a solid state relay bolted to the radiator core support just behind the bumper
