Question about 1999 Chevrolet Monte Carlo
You must hsve broken the belt. It was making noise because it was loose. The car overheated and lost coolant and finaly the belt broke hence no power steering. Replace belt and check if no damage hasbeen done to engine

Sounds like one of your power steering lines burst from pressure, or the pump itself went/is going bad, you need to take it into the nearest repair shop and have them repair/replace it.
And I highly suggest you do not drive the vehicle till it is fixed as that's an easy way to cause an accident.
