Car won't start. Ran out of gas. Added gas. Still no start. Checked fuel line to distributor rail...no gas. How to resolve...?

Possible fuel pump failure. Gasoline is used to cool and lubricate the in tank fuel pump. Running a vehicle out of fuel is not good for the pump. Try banging on the tank with your fist while someone cranks the vehicle over. If the vehicle starts or tries to start, suspect a fuel pump problem

After driving it has no spark and the fule pump wont work

Check for possible failure of the power to the LT circuit of the ignition system. Possible that the same circuit has failed to deliver power to the fuel pump. So check for any codes if present, if not trace if this is a failure of the ECM or an allied circuit.

Stalls out after 10 mintues of running on road or idle.

Possible failure of the fuel or the spark. So you need to check the firing from plugs or an absence of the LT triggers to the HT coils on heat to the circuit or a fuel drop out due to failure of the fuel pump .
So the fuel pump can be simulated to heat to confirm. Check calibration and if the fuel pressure drops off on heat.

Fuel pump is emptied if the car is parked and engine is not running

Possible leak or failure of gasket or a possible damaged fuel pump body, if theis fault is quite evident then you must change the pump or have the line checked once again to confirm the fault of the pump or the fuel lines to and from the tank.

Getting a reduced engine power light

Sounds like possible electronic fuel pump failure. when fuel pump gets weaker as the fuel level gets lower . Some folks have a tendency to run their vehicle low on fuel which will eventually shorten the life of the fuel pump.
In some cases you can fill the car up with fuel and the problem will go away in the early stages of the fuel pump problem. The problem comes back as the fuel supply in the tank gets lower. This is one sign.
