you have a busted bulb, your hazard may be working fine but the bulb is double contact so one part is working and the other is not. just check which bulb is busted.

SOURCE: Turn signal lights stop working. Neither the right or left turn signal work. Heard a noise before it stop working. The flashing started slowing down and stop blinking. Now it doesn't work at all. What
most likely its the turn signal relay. which is under the hood. in the fuse box. also make sure ur running lights are working if they are connected to the turn signal.

check the relay that sends the power to your lights, its probabbly giving u that problem...if its workin properly check the light switch
all of this apply if u checked the fuses firts and u found no problem there

The only reason that a relay buzzes is it is getting either a poor ground or a lack of power, clean your body grounding points and make sure you have a full 12v supply to the relay. If you have low voltage to the relay check the fuse and clean off any corrosion,if not that replace the turn signal switch./
