I have found a link that should be able to help you. If you didn't already know, the fuse panel diagram is located on the inside of the fuse panel usually. If you cannot locate it there, you can download it in the link I provided. Be sure to read it correctly and take your time when locating a fuse. On my old 93 Golf I think the thermo switch was held in by a flat forked piece of metal which had to be slid sideways to allow the switch to be pulled out. Can you upload a photo so we can take a closer look?
