It is the so called Bendix problem, you might get someone to fix it but mostly people replace starters.

Starter won't dis-engage after starting engine

Hi Gary:
Sounds like you're getting good at re & re on that starter!
There could be 3 reasons that I can think of:
1) The bendix gear is binding on the ring gear so it can't retract.
2) The bendix is gummed up so that it is sticking when it is activated. Clean it up and then try a bench test to see if it is sticking.
3) The solenoid is staying triggered once the engine starts. Check this by not connecting the solenoid activation wire. Just jump the terminals to start it, then see what happens.
SAFETY, SAFETY, SAFETY! You're messing with parts that can bite , especially when you bench test the starter. Clamp it in a vise or workmate.

Starter needs to be rebuilt, or replaced

Lexus rx 300 starter issue

In the old days, a coil spring on the starter pinion gear would disengage it when starter power was removed. Nowadays, the retraction mechanism probably is inside the case with only the pinion sticking out. The pinion could be binding, preventing the retraction mechanism from woring or the mechanism could be defective. In either case, the starter should be removed and checked.

1995 dodge caravan 3.0l starts but starter does not diengage

If that starter is damaged then replace it and make sure that you shim the starter correctly or it will bind the gears and do the same thing again.
