Question about 1999 Ford Explorer
It was not doing that when I got it 2 days ago. I was driving and got out and got back in to drive and the dome lights were on and no one turned them on. I tried to turn them off and the only way they go off is to turn the dial all the way down to the off position. When you turn the dial up to turn on the dome lights you can hear the dial like it has a short in it. What is this?
Replace the switch, Get a used one from the auto wrecker, IT will cost you a lot less, Then A new one

SOURCE: car engine wont turn over
it sounds like either the key is going bad (chip inside) or the PAT's immobilizer system is not detecting a key is inserted with the correct code. If you remove the column surround you will see connectors just make sure all of these are secure, watch the yellow one do not disconnect it as its the airbag and theres a chance of it deploying.
Also try your spare ignition key if you have one.
If all is ok i'm afraid you may need to make a trip to ford for them to diagnose, the pat's system works well almost too well sometimes. i deal alot with them while installing remote starts and when they go wrong its almost always the dealer to resolve it. They have the computer software to test the system.

I think you are right.Find the short and repair it or you can try to take the bulb out of the dome light and keep the switch on and see if that helps but you won't have a dome light.

Check all the bulbs at tail end for parking and brakes, test grounds and harness for trailer. Check fuses. clean batery terminals, Re instal head light swich properly and make sure all wires conect.

Testimonial: "thank you for quick response will try all of your suggestions will re post if no luck."
I has an 86 Mustang that did a similar thing and it turned out that the battery actually shorted out. This happens when one of the plates inside the battery brakes off and then touches another plate. When mine died it was like I turned the iginition off. It wouldn't turn over even with jumper cables.
