SOURCE: hood release broke
If cable still attached to broken handle, and you can see cable, use sor something and give it a pull if you need hood open now. if not, stop at dealer a.s.a.p. and grab new handle assy, or autowreckers, and replace it before you destroy cable by using pliers etc.If cable actually broke, see above comment.

Do you have a new cable?? If not most likely there is a need for it it may be stretched out. You can grab the end of the cable that goes to the release (in the interior) with a pliers and pull it this will finish the cable and a new one will most likely be needed

Problem could be the other end of cable came loose from hood release latch under hood. You need to look through the grill closely and see if it did. I have had a few dodge caravans that this has happend to.

Locate the interior hood-release lever under the dashboard on the driver's side of the interior of the car.
Lift up and toward you on the hood release lever. The lever is connected to a cable that releases the hood. The hood will pop up about 1/2 inch when you pull the lever.
Move to the front of the car and locate the exterior hood-release lever under the front of the hood. It is located near the middle of the vehicle, just beyond where the front edge of the hood meets the body. Lift up on the inner lever.
Lift up on the edge of the hood while holding the inner lever in place. When the hood is up, find the hood prop and raise it, setting its tip in the hood-prop mount on the hood, to hold the hood up while you work in the engine bay.
