Question about 2006 Saab 9-7X
It is one of those types that can only tighten so far and you have to push it in to open. I broke it when I was going to fill up, but it might have been frozen. I ended up breaking the upper part of the cap, leaving the lower part still intact.
If it still closes all the way, keep using it. the upper part just is to prevent overtightening by ratcheting when it's tight. Replace with a new one if you must, or a locking gas cap.
