Question about 1999 Nissan Quest
I also have a 1999 Quest and encounterd the same problem a few years ago. The fuel filter is underneath the back end of the left passenger sliding door. If you look under the left side of the vehicle, you'll see something like a guard covering the filter. Loosen two screws ( I think ) and the filter is enclosed there or just follow the fuel lines from the back of the vehicle and it's easy to find.

SOURCE: fuel filter
It has been my experience with imports that their fuel filters typically are located either in the gas tank or in the fuel line from the gas tank to the pump. It will mostlikely be mounted to the frame of the vehicle and be metal.

Disconnect glove box lamp electrical connector. Do not let glove box assembly hang from glove box lamp harness.

Note When installing two new in cabin micro filters ensure that the filters are facing in the direction indicated by the direction arrow for the airflow. Direction arrow is printed on side of in cabin micro filters.
