SOURCE: horn on 1998 Explorer
Looking at the front of the vehicle, the horn is on the right side, top, behind the grill. (So if you open the hood, stand near the driver's fender, look to your left, in front of the radiator support, your should see the horns). Can't tell you why they don't work, could be fuses, horn switch, or the horn itself.

im assuming your talking about the a/c low pressure port? it should be on the receiver/drier(steel can with 2 lines hooked to it) or in the lines connecting to it

The horn is usually between the radiator and grill Assembly. The fuse is in fuse panel under the dash on the drivers side. Look at the lid and it shows the fuse placement and there use.

If you slide under the front bumper, in front of the passenger side front wheel, and look up, the high and low note horns should be on a bracket right there.
