hello, this sounds like your wiper transmission got out of alignment possibly due to ice on windsheild.don't really know.short of replacing you could loosen the nut under the cover and move wiper arm back possibly.

SOURCE: idle speed problem
I ve had a 97 Mitsubishi Legnum and it wasn't idelling at all.(so in trafic brake and accelarator pretty dangerous) The idelling motor was buggered. Replaced with a 2nd hand idelling motor. Still doesn't idle perfectly. But works OK. It wasn't idleling well in temperaturers below 0. but after a while will be fine now.
Mitusubishis are known for their idelling motor problems. Good luck...

1 - Check your fuses2 - You can try disconnecting the battery for about 5 minutes to reset the onboard computer (Body Control Module BCM) which controls the items you mention.
3 - If that does not work, you can then try disconnecting (with battery disconnected for at least 30 mins to disarm airbag) and reattaching the wire connector to the BCM in case it has developed a bad connection - This is located under the dashboard on the drivers side. Should be a big square or rectangle connector with lots of wires and a bolt going through it. Unscrew the bolt and disconnect the connector from the BCM then reattach and screw the bolt back in.
The Body Control Module (BCM) supplies vehicle occupants with visual and audible information and controls various vehicle functions, To provide and receive information, the module is interfaced to the vehicle's serial bus communications network, the Chrysler Collision Detection (CCD) bus. This network consists of the powertrain control module (PCM), the Transmission Control Module (TCM) , the electro/mechanical instrument cluster (MIC) , the Airbag Control Module (ACM) , the Compass/mini-trip module and the Controller Antilock brake Module (CAB). The BCM is operational when battery power is supplied to the module. Ignition switch power is needed for ignition switch functions.
The BCM provides the following features: • Automatic door locks • Battery protection • Chimes • Compass/mini-trip support • Courtesy lamps • BCM diagnostic support • Door lock inhibit • Headlamp time delay • Ignition key lamp • Illuminated entry • Instrument panel dimming • Mechanical instrument cluster support • Power door locks (with/without remote keyless entry) • Sliding door memory lock • Vehicle Theft Security system (VTSS) • Windshield wipers / washers (front and rear)

The wipers are not installed correctly. Remove and reposition the wiper arms ,so they do not hit the side of the outside window pillar,when set to high speed.
