yes you have a short and your on the right track.
with your test light in line telling you have a short we need to start removing fuses to fine the circuit that is the problem let us know what circuit and then we can help.

You haven't given enough info to make a real diagnosis: Does it crank but not start or does it not crank. Ill take a guess: If the problem is not cranking hot, older ford starters used paper insulation that deteriorates over time. this will cause poor starter operation when hot, which usually is better cold. If problem is not with starter, next place I'd check is the ignition coil.
I could be wrong on both though...not enough info from you!

It is in the tank. You need to drop tank and test voltage of wires going to pump to see if it is in fact the pump. Clean the tank if you replace pump. Look at the pump on Autozone.com
