im guessing a pulley press, or is it the tensoner pulley, usually a rachet head will fit in there, or even a pry bar, if one of the pulleys r bad, what ever you do to get it off, then use a block of wood an a hammer to put new one on,

It sounds like the module is in limp mode. The speed sensor is most likely the cause, but it can be some other things as well. A scan will give a code stating the problem area.
The speed sensors are on the side of the trasmission that faces the front of the vehicle. There are 2 of them, and they are the same sensor. One is an input speed sensor located closest to the engine, the other is the output speed sensor.

SOURCE: SUSPENSION-03 pt cruiser touring
mine did this and come to find out. it was bad brake pads from the actual manufacture from when i purchased my 03 cruiser. they had some bolts missing from it. never did i think that was the problem. but i guess thats what i get for purchasing a chrysler make. :(

IT SOUNDS LIKE THE MAIN MOUNT IN FRAME ON PASS SIDE IS BROKEN..I HAVE NEVER SEEN ONE BROKEN BEFORE OR REPLACED ONE,BUT IT WOULD A FAIR JOB TO REPLACE..ALSO THE BOLT THAT GOES THRU FROM FENDERWELL MAY BE BROKEN..CAUSING YOUR PROBLEM..THERE IS A SMALL PLASTIC PLUG IN FENDER WELL..ABOUT AN INCH OR SO IN DIAMETER..THERE IS A TORX BOLT(T55)IN BEHIND PLUG..CHECK AND SEE IF IT'S NOT BROKEN..TRY TIGHTENING OR LOOSENING IT..IT MAY BE BROKEN OFF IN PLATE THAT IS BOLTED TO ENGINE..LET ME KNOW WHAT YOU FIND
