remove all the screws from around the dash then lower tilt wheel if it has one. pull the insert dash tword you and reach in behind it and undo the clip that holds the speedometer cable in place .. this is a snap just pull the clip forward and the speedometer cable will come free.. when putting back just push it in and it will snap in place. Also there is a wire cluster you will have to release on the back of this dash which is held in with a plastic clip which you will be able to see after getting the speedometer cable loose... just release the clip and pull the wires out from behind the dash .. thanks and holler if you need more. this is not a job for the faint of heart!! you have to remove the complete dash! the heater box is located hehind the radio !in the middle of the dash ! theres no way around!!!

On a 1984 Toyota I would look for a screw to set the low speed idle on the carburetor, if so equipped. Turn the screw until the RPMs are reasonable.
If you can maintain a smooth idle by adjusting the screw your home free.
If not, then there could be other problems with your vehicle's emission, ignition, comprression, or fuel.
