1995 Jeep Wrangler 2.5L HC & CO Emissions failed 2nd time. Replaced Catalytic Converter, Oxygen Sensor, Fuel Pump & Filter. It Passes everything else. I need advise please.

Failing HC and CO means the fuel mixture is too rich.
You may need a 4 gas analyzer to figure out why to know when it is fixed. Could be a leaking injector, restricted air intake, ignition problem, or a long list of other things. Even a faulty thermostat could cause it to run rich.

2001 mercury sable diagnostic code p0420

Well the code 125 means the engine is not reaching normal temp which is usually a faulty thermostat.
Code 420 is for a faulty catalytic converter. The code means the O2 sensors are not sending the signals the computer is looking for to gauge the operation of the cat.
Fixing the cooling problem could help the cat, or you may have to replace one or both sensors, and maybe the catalytic converter.
The code 125 needs to be addressed first.

I have a 89 toyota 4x4 pickup ,didnt pass deq, smog,,one mechanic said it has no compression in one cylinder but runs really good,is this expensive to fix,,is this why it doesnt pass smog test

I don't know the laws in your state, but here in Missouri you can get a waiver if the cost of repairs exceeds a certain amount. The amount is different depending on the year. The older the car, the less you are required to spend. You might want to check into that, you have a 20 year old car. I can't imagine you would be required to spend a lot of money on that old a car.

My car dos not pass DEQ the check engine is not on but the things that came up as unready are catalyst, evaporative, O2 sensor, O2 heater and they say i need t drive the car more because the battery was...

the items listed here are all two drive cycle monitors. which means there must be two consecutive tests of the systems. separated by some amount of time. resetting the system will clear the monitor data and the process will start over.

SMOG TEST

If it was originally intended for Texas, it's probably been made as a 49-state-compliant vehicle (CA has stricter emissions). To pass in CA, you may need some new parts for the truck in order to get it to pass. Or you may find that the best course of action is to sell the truck and buy a CA-emissions car.

The CA DMV may well have information available on how to get non-CA-compliant cars to pass the CA emissions testing.
