When you try to rev it up does it sort of rev up and down like a rythm?
If so that is a safety thing to keep people from blowing up there engines. My truck does that too. It sounds like it's not getting gas at hi rpm's. Only floor it when your driving don't try to show off the rev you'll blow it

If you're talking 4000 rpm, in neutral you'll cause engine damage! 2000 RPM is the max safe limit. Power loss is usually due to a restricted fuel filter. Does it smoke when running? (air filter), Try some Isopropyl alcohol deicer or fuel injector cleaner to ensure there's no water in the system. you haven't given enough info to diagnose the problem, i.e. drivability, history, and symtoms. That is the rev limiter kicking in at idle.

My1991 mazda 626 will not rev up over 3000 rpm

DO YOU MEAN WHEN YOU ARE ACCELERATING? Or do you mean sitting and reving the engine? If you are just reving the engine in park then the rev limiter is kicking in.

My 2002 dodge durango hits 4000 RPMs and bounces between 3000 and 4000 RPMs when I am in park and have the throttle held down. I replaced the cam sensor and it is still doing it.

this is your rev limiter stopping you from over reving engine causing internal damage. this is normal on all new vehicles. Don't know what year they started this but it goes back at least 16 yrs

Does a 2002 Ford Explorer Sport have a "governor?" Just wondering because when the vehicle is in neutral or park the RPM will not go above 3000 but it will go higher if in drive.

This is called a rev. limiter. Most vehicles are equipped with these to prohibit over-revving in neutral and to protect the engine from damage. Its not a governor.
