No it is not a fuse problem it is most likely a defective cluster, it is computer controlled.

Code 0455 on 2005 vw passat

That would most likely be caused by the gas cap not being tight, the gas cap being worn, or an evap problem with your fuel system.

Gas gage stuck on empty

Sounds like the cluster is not getting power, either from the key switch or because of a blown fuse.
I would check the fuses first.

Speedometer is stuck at 50 mph

This is a common problem with mostly pickup trucks and the "W" body platform vehicles GM has. Your stepper motor has failed that controls the speedo. All the gage movements on instrument clusters are controlled by stepper motors. Your only choice will be to go to the dealer and have it replaced or you could remove the cluster yourself and send it off to a repair facility for about $80. One such repair facility can be found on eBay. Hope this helps.

There may not be any other way to fix it except to replace your instrument panel. That's where your immobilizer is located. Or you could try this:

Try cold-booting the car. Remove both battery cables from the battery. Short the battery cables together (away from the battery) for about 15 seconds. Reconnect the battery. No guarantees - I found this info at
