There is no factory reset for the alarm sys. But if you are lucky and have left and right doors with key locks try turning it of from the passenger side lock. The biggest issue I've seen with that system is the switch that hooks to the key lock assembly fall of of the lock tumbler or gets broken of buy trying to bust into the car. Also check the hood switch it's on the left side front fender under the hood.

Horn starts blowing about ten minutes after the car is shut off. If you start the car, the horn shuts off, leading me to believe that it is an alarm problem, not the horn. It is afactory installed alarm
that is a coman problem,have an factory technitian check it out

There is no way to beat factory alarms because they are there to stop exactly what you are trying to do. You need to get a dealership to fix it. They may well have seen the fault before and have the diagnostic software as well.

It sounds like a simple switch problem.

Change battery on 99 galant
usually all you need to do is hold the lock and unlock buttons at the same time for about 8-10 seconds will pointing at the car.
