Car has new battery and when i went to start the car it wouldnt start lights would come on and everything but wouldnt turn over. Smelled like gas but wouldnt start. I think its the fuel line but not sure looking for opinions. someone told me to replace the pcv valve but i am not sure where is it located on the car. i kno its on top of the car engine but not sure. let me kno please. I need this car to work.

Is your SECURITY light flashing? If so, you have a V.A.T.S. problem. VATS stands for Vehicle Anti Theft System. Try getting a new ignition key made because the resistance value has probably changed in the one you have. If that doesn't do it you'll need to get a VATS bypass.
Check out the TPS on the throttle body. It has three wires to it, The black is the ground and the other two are for high and low resistor readings. If an open occurs the car will die out and very well start again. The tps should have a 1.5 volt setting to operate correctly when new
Most likely it is the ignition switch (the key ignition switch) in the steering column ($100 at a dealer).
It may be a loose negative battery ground cable, too.
Check the negative battery cable where it conencts to the engine ground. It may be loose, corroded, damaged, or otherwise not making a good ground contact.
Add a grounding strap ($11 - AutoZone) from the engine to the chassis. That may help, but it's most likely the ignition switch.
I have a 99 Buick Regal and it too dies out, but only when I use my turn signals. Sometimes, when trying to start the car...the dash lights would flicker and you can hear some sort of electrical ticking sound. As of today, my car will not start (5/24/09) it hadn't turned over since yesterday. After a process of elimination and searching the net, I think I need a new ignition switch. You may need one as well.
