On the Cirrus, Stratus, Breeze and Sebring convertible, a frame-mounted fuel filter is located on the frame rail,
above the rear of the fuel tank.

Here is some information from a repair guide...

change the fuel filter. its most likely clogged and starving the car and while it sits it gives itself time to reaccumulate the proper fuel.

Where is the fuel filter located?

The fuel filter should be located along the drivers side frame. Follow the lines coming form the tank to the front and you'll see it along the way.

look under the passenger seat... no not inside the car.... underneath just inside the frame rail... if it's not there try the drivers side.

Timing belt has nothing to do with fuel issue. If you're only running on 2 cylinders...you need to find out if spark is missing from those cylinders. Also possible that when the timing belt was replaced, it was not timed properly which can bend a valve, causing rough running.
