Open up your DRL relay and look at the board see if any of your solder joins have cracks if so take a soldering gun and het joins that are cracked adding a bit of new solder plug back in and check any cracks on these joins will not let your lights operate this is common on the DRL with all hondas

I have a 88 civic with 450,000 miles on it and I feel your pain. your civic has indiviually fused head lights. the fuses are under the hood. that being said there is a possibality the bulbs are just bad. if not that the low and high beams of each light are fused seperately, all in the same place under the hood. If it isn't that then it will probably be like me and be the dimmer switch on the turn signal switch.

Headlights or brights will not turn on. Running lights turn on. Fuse and relay are both fine.

I looked in the Honda technical manual wiring diagrams and I don't think there is a separate relay for the low beam headlights. The headlight switch itself is located right above the steering column where the headlight stalk is attached - controls parking lights, high beams and low beams. It could be that a relay is integrated within this switch,

1999 honda civic. both low beams stopped working at the same time.

First thing to do is check your fuses. The high and low beams on Hondas are on seperate fuses. This is probably whats wrong since it is rare for both headlights to burn out at the same time. If the fuses are good the headlight switch may be at fault. Try the fuses first. The headlight switch is a little more detailed to check. You will need a test light and will have to get to the wiring of the headlight switch to start checking wires for grounds and current.

Hi beams, low beams, taillights, and dash lights stopped working.

Might want to check the fuses if you haven't already.

2000 honda civic vp keeps blowing low beam fuses left and right.

Fuses nearly always blow because of a bad earth. The switch only needs to short for a moment and the fuse will blow.

See if you can find a replcement swtich from a local breaker's yard or ebay and go on from there.

Low beam headlights won't work.

Look in the owners manual. There are four different fuses for the headlights; including one for each low beam and one for each high beam.
