You need to ensure the engine is running when you are testing the AC or heating systems, as they rely upon a compressor to work the heat pump.
If your engine is on when you are testing this and no different temp air comes out, you should ensure your AC system is properly charged with coolant and that the compressor is engaging and functioning. If not, it will need to be replaced.
Sounds like someone needs to do some more troubleshooting first. Changing the cluster is not a simple matter since your mileage will be different. And the cluster is on a different circuit that the ac so one should not affect the other.
When the light is blinking that means there is a code in the system you will have to take it to a shop and have the codes read. Sometimes "Jiffy Lube" or "Rapid Oil Change" can read the code for but they won't fix it. If the blower motor only runs on high, the blower motor resistor is bad. When you put the fan switch on high it puts full voltage to the fan motor (blower motor) when the fan switch is in any other position, the voltage is reduced by the resistor causing the motor to run at slower speeds. The two problems are probably a result of the resistor.
