"Need to know where the flasher location is on a 99 Ford Contour"

It is located or plugged into the side of the multi-function switch. If you remove the plastic covers from the steering column you will be able to replace the flasher.

I got a p0700 code which is trans control system on my wifes 97 Concorde. What does it mean.

this is the TCM (transmission control module) telling the PCM (powertrain control module) to turn on the check engine light due to a fault in the auto trans, the code for the fault is stored in the TCM, to get this cheched you need to have the dealer run a TCM fault code test.

My a/c stopped working and my 99 concorde (3.2l) now overheats.

Is it full of freon? Have it checked somewhere that does A/C work. Your thermostat has nothing to do with the A/C.
