The digital readout works intermittantly and when the digits are not illuminated, you cannot control the heater temp and fan. I went through the wiring with no sucess. Could the ecm affect this?

If this is the analog intrument cluster and the entire instrument cluster is intermittently losing illumination, remove the instrument cluster light fuse and replace it with a new fuse. It is remotely possible that the actual fuse holder wires have broken due to age and would need to be soldered back together.
If this is the digital instrument cluster and the entire display is going dead, it could be anything from the wiring harness to the BCM. If it is the digital instrument cluster, I can really only recommend taking it to a reputable shop or Cadillac dealer to service.
there are 2 things that come to mind 1 is the heater fuse and relay an is different from the 2nd is a heater resisitor that is eather mounted on top of heater blower box or on fire wall under hood on passengers side it will look like a small metal box close to ac box with 3 wires coming out of it , size is 2in,by 1 in square
There are two fuses to the instrument panel(IP). one is for illumination. One is for the digital control. The one for digital controls all of them. IE.. speedo, tach, oil,engine temp and so on. If any of them work, the fuse is good. There are 1 or 2 wires to the IP that transfers data. Depending on year.
Unless you have a totally stripped-down Eldorado, your speedometer is most likely ELECTRONIC (probably even has a digital readout).
Check your Trip Computer. Has it stopped reading fuel economy, distance to empty, etc.?
Is your odometer also not adding miles as you drive?
If affirmative to all of the above, replace your SPEED SENSOR, and you'll be all set :)
On 1980 Cadillac there is no cutoff switch, On EFI CAR they are controled by the computer control module, on DFI CARS there is RELAY next to the fuse also has fusePanel on the left side of car under dash Depends on size of engine. EFI CARS only have a 20 amp fuse.
