Carla,
The common factor to the A/C , defroster (front) and heater is the blower motor. Do you hear fan blowing or feel any air moving when you turn them on?
If you have some desire and aptitude to troubleshoot the problem, the blower motor would be the first choice to check. Locate the fuse box and check the fuses. Next either ohm out the resitance of the motor or remove it and test it, most parts houses will test a part for you free of charge. You would have to consult a repair manaul for the proper procedure for removal and replacement, again the parts house can supply one of these to you for a small fee.
Good Luck!

Hi: Only guessing as can't understand your statement. Think you mean blower fan selection not working, if blower fan only runs on high then resistor located on passenger side no good, which could mean fan was binding.

The air flow is controlled by an actuator behind the dash. The part is sometimes called the heater control box. When you are selecting the air flow to change from the a/c controller. The signal is not being received to the actuator. The actuator is called the blend door.
You need to have the air /blend door actuator change. I think in this car is the air recirculation door. Same thing different name .

Good luck

97 Neon Expresso, Schreeching Fan

Both your air con and defogger (I am assuming you mean front windshield defroster setting, and not the back window) engage the air conditioner pump/compressor.

The screeching can be either a bad belt or a bad compressor.

How long has it been since the belt was changed? If it is old, and slipping, it will cause the screech at speed.
If the belt has recently been changed, and is adjusted properly, I would start looking that the air compressor pump.
