If you want a diagram, I will be glad to provide you with one. But, before you do anything, check one thing for me...

Open the trunk lid, and check the wiring harness that follows up the left hinge arm. Follow it down and under the rear parcel shelf, inside the trunk. Strip the insulation off of the harness. I will expect you to find broken wires. Let me know if this helps.

You have a bad ground somewhere in the tail lights harness. Open up the harness and find the black wire(s) and splice into them do not cut just remove a portion of the insulation and hook up a piece of wire to the exposed wire and screw it in a piece of metal that is close by and that should solve your problem. There is a bad ground somewhere and that is your problem. Did you check your fuses?

The tail lights do not work. The headlights, blinkers, and brake lights work. I checked the fuses and they are all good.

It can be faulty tail light bulb or its issue with tail light control switch or its wiring's are short.

Check the voltage at fuse slot of tail light.Do you receive 12 volt there. If not, then it says tail light switch is not receiving power supply.

Have you looked under the hood? There are more fuses under the hood. Is your dimmer turned down on your dash lights?

1994 toyota camry taillights are not on, but break lights are on,

I would remove the Lamp Failure Senor module form the driver side of the trunk area, it is on the side brace, behind the interior carpet on the driver side. Disassemble it, and look for burnt components. If the Sensor is OK; look for a broken wire on the driver side arm that holds the trunk open. It is red or green, or red/green tracer. Broken wires in this area are common to that model.
