First where is the voltage regulator on the 1995 eagle summit and second would that cause a voltage to back feed through the battery? I have check the entire electrical system by pulling every connection and fuse and am still getting back feed through the connection

Sounds like a timing belt has snapped. If it is an interference engine, the engine could be ruined (pistons hit the valves and bend them). Check gates belts to see if it is an interference engine. Belts normally snap at 80,000 to 120,000 miles.
I know on the Talon model, if you cycle the ignition switch ON OFF ON OFF ON within 5 seconds, then the power loss/check engine light will flash out the ALDL trouble codes with a 4 second pause in between each trouble code as follows:-
lets say for instance trouble codes 23 and 45 were stored. They would be displayed like this:-
lamp illuminates for 2 to 3 seconds as a bulb check then goes out
lamp then flashes 2 times, pauses, then flashes 3 times
4 second pause
lamp flashes 4 times, pauses, then flashes 5 times.
