Maybe a broken or lose wire. The turn signal and brake lights operate from one wire and the tail lights operate from a separate wire. It is possible that the tail light elements burned out of both bulbs. Pull the bulbs out and check them first.
The dash and tail lights are on two different circuits, and the brake and turn signals are on different circuits, so at least 4 circuits total.
I would start at the headlight switch and check for power on the first two issues.
In the underdash fuse/relay box, the 15A TAIL fuse feeds power to the coil of headlight relay 2. When the combination switch is set to TAIL, the relay closes and the outer tail lamps light. In the same underdash fuse/relay box, the 20A STOP fuse feeds power to the brake light switch. When the brake pedal is pressed, the inner brake lamps light. The underdash fuse/relay box also contains the 10A TURN BACK fuse which feeds power to the hazard switch and the turn signal relay. Relay output is fed to the combination switch and turn signal power is applied to the selected middle tail light. The fourth fuse in the underdash fuse/relay box is the 15A HAZARD fuse which feeds power to the hazard switch and turn signal relay. When the hazard switch is set, the turn lamps on both sides begin flashing.
Tail lights, parking lights and dash lights are all on the same circuit...I'd go to the fuse panel under the dash and check the fuse for those lights....usually referred to as accessory lighting in the owners manual and is usually a 10A fuse.
My 97 Rodeo had the same problem. No Tail lights, no. Dash lights. There is also an annoying buzzer that goes with the set telling you the lights are on, there is no key in the ignition and your door is open. (you don't notice it when it's gone but you sure notice it when it's back) The Fuse (taillight Illum) was good, The Light relay under the hood was good and all bulbs were good. What fixed this problem was replacing the tail light relay which is located in a panel just to the left of the brake pedal also called the kick panel.Inside there are 3 relays. I replaced the one in the middle and got everything to work. If you need to identify the relay you can put your hand over it and then turn the lights on and off. The correct relay should click. Mine was the middle one. Hope this helps someone because it stumped me for months.
Look at fuse #18, a 15 amp fuse, in the fuse block. This fuse powers both the tail lights and instrument cluster lights. Usually both of these light systems are powered by the same fuse so when your cluster isn't lit up you'll know right away that your tail lights aren't working as it's not safe to drive without tail lights. Your brake, turn, and head lamps are powered by different circuits. Hope this helps and good luck!
