    Manual locking hubs but a electronic tranfer case.

Ok, you may have provided that information when you wrote in but all I saw was "4wheel on ford ranger xlt won't lock in", so I had to find out what you were talking about because that could mean a number of things.
I can help you to a point but to try and describe the complete diagnostic routine is to complex for this venue.
If the light comes on when you press the 4wd high button you are getting power to the switch.
The next component to check is the Electronic Control Module that is locate to the right of the drivers side speaker. You have to remove the speaker completely to access the connectors.
The good news is that it has a self diagnostic feature built into it and will tell you if it is bad.
The module has 3 connectors, you need to disconnect the 2 flat connectors. 1 is a 5 pin and the other an 8 pin. Do not disconnect the square 8 pin that has 2 rows of 4 pins stacked over top each other.
Locate the indicator light and switch on the module, turn the ignition switch to run and flip the switch on the control module.
If the light flashes about 1 flash a second the control module is good.
If you see a steady or almost steady light the module is bad and needs to be replaced. Good luck.

Brakes seized on ford ranger

A drum brake shoe lining may have become separated from the metal pad that holds it in place and will cause the wheel to lock. The only repair necessary is to replace the brake linings with new ones. The loose piece of brake lining, if this is the cause, will not likely cause any difficulty removing the drum.

Start truck shift into neutral. Push button for 2 wheel or 4 wheel high. Should go into that range. If not you have other issues to discuss with us.

you need to get the air pocket out of the cooling system...remove rad cap with engine cold run engine til overflows and t-stat opens then fill

Check your operator's manual. Make sure any and all fuses that have anything to do with the affected items are not blown and are working properly. If you can; check for loose fuse connections or wires. Hope this helps. God bless!

99 Ford Ranger xlt 4x4 The 4 wheel drive won't always kick in Looks like the electrics are working but the hubs just won't always kick in.

I had the same problem w/ my 99. If you have auto hubs, they work off a vacuum pump which is located under your air filter box..check to make sure it is that is working it's on to the hubs..the locking hubs are the black caps in the center of each from wheel..they snap on and off..hard to take off without breaking a few tabs..the seal one or both may not be holding the vacuum created by the motor under the airfilter box. if one of the hubs has a vacuum leak neither side will work, it's all or nothing..aside from the electric parts on the dash and side of transmition that's about everything there is to know about 1999 ranger four wheel system.
