Set proper timing degree and distributor on 1996 Dodge 5.2l engine

When you set the timing you set it for all 8 cylinders, I do not think you have timing problem.
Did you check with different distributor cap? Even if it is new, could be defective.
Please let me know what was the problem, never heard something like this.

check and be sure you didn't turn the cams when changing the belt, and that the crankshaft to cam timing is right.

1996 dodge grand caravan 3.3 will turn over but will not crank seems to be no fire to the plugs

It is hard to say with the info posted, it could be related to a number of issues. If you have verified that there is no spark to the spark plugs, it could be the CPS (crankshaft position sensor)

Check for fuel delivery! Spray gumout into intake, try to start! If it starts then you may have pressure problem,Filter, then Pump? If it does not start .Then electrical problem. Check plugs for firing ,the wires must jump a spark at least a 1/4 inch gap.
