The simplest way to locate a starter on any vehicle is to trace the positive cable from the battery.
It will either run to a relay and then to the starter or directly to the starter which has the relay in or on it.
Most of the time you can take a flashlight and trace the cable to the starter while looking down into the engine compartment; if you can't just note the last place where you can see the cable, then crawl under the car and trace it from there.

Mike, Check for diagnostic codes. Check fuses/relays,wires/plugs for pinched,damage or corrosion. Could be a lot of things like distributor armature, cap, rotor, stator, ICM, coil,spark plugs,wires, make sure ground is good to distributor. I have a '89 ford f150 custom and the starter is engaged without the key. I just had a new starter new alternator and new solenoid installed. I had two batteries cause the battery was being drained every...

Maybe you have a short in the ignition switch. Put the battery back on, and everything connected EXCEPT the small red wire to the starter relay. Key off, of course. Now connect the red wire to the relay: if this causes the starter to engage, you probably need a new ignition switch.

F150 is a Ford model truck, not GMC.
But at any rate, since I don't know if you have a Ford F150 of some kind, a 87 GMC S15 or some kind of 89 GMC with a V6 I will suggest taking the ignition module to an Auto Zone and having them test it (A free service). Also test the fuel pressure.
If a tune up and fuel filter has not been done in some time that could very well be an issue.

Have an 89 ford f150 and when starting the truck all lights come on but will not start or even try to kick over already changed the starter silinoid and battery cables and replaced the steering column and...

check the inside of the cab for the inertia switch, or killswitch. see if the tab has popped up and push it down if its up. also if its a man. trans, check the sensor on the clutch

You only need general tools. It is located beside the throttle body. It would be much easier to take off the throttle body first.

there is no recall, the problem is the gas gauge sending units are defective.
