My 99 windstar did this too. It was the blend door that the actuator motor goes into was broke. When you pull the actuator out look into the hole and see if you see a d shape piece coming out of the box if it is not d shape it is broke check out this site great photos

there are screws that connect the outer portion of the fender (the black painted part) to a black plastic piece underneath the car and going up into the wheel well. From the point where it goes from horizontal (ahead of the wheel well) to vertical, remove three screws in both directions. You may have to get a pair of locking pliers (vise-grips) to start them. Once removed you can lay on the ground and look up into the space where the light is. You can twist and remove to replace the bulb, and it also looks like there's enough room to get tools up in there if you have to replace the lens.

there should be a relay switch on the passanger side in the floor board up to the firewall or look in the manual for it.... if your car wont start cause its starvin for gas it could be the fix...find the switch or button and press it it restarts your fuel sending unit
