This problem concerns a 2003 360 Modena , the car goes into a safe mode where the speed is restricted to 80km per hour as soon as the brake pedal is depressed at idle. Everything else seems to be working fine and there are no malfunction indicators lit on the instrument cluster.

take it to a DAF service center or have a technician come out to inspect the fault
with limited engine rpms it is possibly in limp mode where the ECM restricts the engine speed and vehicle speed because it has registered a fault that is detrimental to the engine or transmission
LImp mode is only available to allow the vehicle to get to a safe place to stop so that the codes can be read and repairs effected
If the check engine light does not come on, runs ok at low engine load and low speeds, but falls on its face under heavy load and faster road speeds, I would have to say that the fuel filter is the most common culprit of your problem. Generally, it needs to be replaced at least every 30,000 miles, but that is just a rule of thumb. They can be clogged at any mileage, causing fuel flow to be restricted to the engine.
Check whether your power steering system is working with belt and the belt probably split and it doesn't work. If it is electronic steering controlled,the is a different story,check first what is it and if is the second option then you need a qualified mechanic to help.
