If your car has no AFTERMARKET electronics such as an alarm system or remote start .... 1998 Marquis Has a headlamp switch that supplies a negative signal to the BCM (body control module) located to the right of the accelerator petal and up a bit towards the heater control area in the dash ... if there are no other offending items it will be either the BCM the switch or wires ... if you have aftermarket devices (that operate the parking lamps) .. I would check those first, just because. Note: the BCM is very expensive,

How do I replace or adjust the neutral safety switch.

Before you adjust switches, get the car on a lift and be sure the shift linkage is tight. If the linkage is worn, the car may not be fully in park even though the lever and indicator look like the car is in park.

The switch is on the transmission. You should be able to see it when the car is on the lift.

2002 Grand Marquis headlights won't turn off with switch, won't go out until vehicle is turned off

Might these be "driving lights"?
Cars with "driving lights" have lights that are supposed to stay on all the time the engine is running.
These lights not only look like headlights, in fact some cars even have the headlights themselves come on when the engine is running. Look as some more (several) 2002 Grand Marquis's and see if they are the same.
Be blessed.

Tail lights and parking lights won't work on my

If neither your front or rear lights are coming on I would think it was a problem with the headlight switch. Even if that switch is bad, your brake lights should still work when you press on the pedal. Usually a good indication to determine if the headlight switch is the problem is to see if your dash lights are not working as well. If those aren't working it's usually the headlight switch itself. If the dash lights DO work then your headlight/tailight relay is probably defective. Swap with a similar relay to test.

Cannot get the car to shift out of park

the brake pedal has a sensor or switch it may be out.

Check the fuse!

APPLY BRAKES AND SEE IF BRAKE LIGHTS COME ON. IF NO BRAKE LIGHTS, REPLACE THE BRAKE LIGHT SWITCH LOCATED ON THE BRAKE PEDAL ARM AND THIS SHOULD ALLOW YOU TO SHIFT OUT OF PARK. IF THAT BRAKE LIGHT SWITCH IS BROKE, YOU WON'T BE ABLE TO GET IT OUT OF PARK

WHY CAN'T I SHIFT MY 1997 GRAND MARQUIS OUT OF PARK AND INTO ANY GEAR?

You may have a faulty Break-light switch. If the switch is bad, then it will behave as if you have no breaks afa the shift-lever is concerned.
