You need to replace the resistor block or clean the contacts on the heater fan resistor block plug. find your fan and follow the wire to find the resistor block. it will have 5 wires coming out of it and be mounted in the duct work for the heated/ac. remove a few screws and pull it out and put the new one in. The problem you are having is that your blower motor resistor is bad. The resistor is what give your blower motor more than one speed. On most cars this resistor is close to the blower motor. Sorry to say I have never had a Nissan Maxima so I can't tell you where this item is at on your car.

Good luck!

sounds like you need a new blower resistor, its under the dash on pass. side. if it goes bad your blower will only work on high. its fairly easy to change

if both heater hoses going into the fire wall are hot, remove the heater control assembly from dash and make sure cable is connected and do the same under the hood where one heater hose has a valve connected to it,

Heater malfunction

It's the switch itself. Common problem. The contacts are bad. Fairly cheap fix.
DO NOT replace any heater components, sucha s the heater core, blower motor or the relays. Those are not the problem.
