My info says, under the hood, driver side wheel lining, rear of lining. Relay pack, probably has a cover, remove cover. There may be multiple relays, note the wire colors going to relay, red--yellow--orange--lt blue with orange tracer, that should be the fuel pump relay. Sorry, I don't have a picture of location.
Sounds like the relay located in the trunk behind the driver side carpet panel is sticking on. Contacts are burnt and causing fuel pump to keep running. Tap relay with a screwdriver handle and if it starts, replace the relay.
The fuel pump relay is part of a large relay control unit called the IRCM (intagrated relay control module)
The module is about 6"x4"x2" and has gobs of wires (large retangular connector) coming out of it, the module is mounted on a bracket under the hood that is bolted to the top of the driver's side front strut tower, this module can be self tested by a dealer to see if it is bad, they seldom fail, I am a Ford dealer tech and have only replaced 2 in 20 years, Tempo does however have a fuel pump issue..
