check the ignition switch

It is very common for the data link connector to not work if the cigarette lighter fuse is blown. These blow all the time due to people plugging defective equipment into them.

I cannot tell you which fuse it is, because you forgot to mention WHICH Econoline van you have...E-150, E-250, E-350, etc....Engine size would be nice too.

It is in the main fuse block. Pull the cover off the fuse block and look inside for a diagram that shows you which fuse is for what.
