SOURCE: indicator box behind steering wheel burnt out

the relay is the flasher unit, but on some the flasher unit is on the back of the switch ,just take the shroud lower part off and you should see it if not remove both bits ,just done one today and cant remember already ,changed the whole fuse box as well.Known as old timers i think.have to find a nice young dolly bird because as the saying goes your only as young as the woman you feel.perhaps thats why rod stewart trades them in .

The high beam indicator is on. The low beams don't work.

You need a new headlight dimmer switch located on the steering column between the dash and the firewall

Change the Front indicator on an Audi A4 2001

Take out the two Torx bolts on top of the headlight assembly. Then there is a third hidden bolt. Look through the holes in the top front of the fender, above and behind the headlight's turn signal portion (you'll probably need to shine a light in there) and you'll see the third bolt. Remove that and the headlight pulls straight forward and out. Then you can change the bulb.
