SOURCE: horn wont blow
the problem is the rotating contact that connects the horn to the steering column wiring harness, this part is called the clock-spring contact, u must remove the steering wheel to change the part out.

Usually the wire from the steering wheel is Green w/Red and the wire to the horn from the fuse box is White. There is only one fuse, sometimes shared with the emergency lights. Check to see if there is power to the horn itself with a volt meter.

With the key in the ignition, tap on the key with something heavy like a pair of pliers, screwdriver etc. It will cause the pin inside the mechanism to drop, and the iginition will turn. Happened to me today, worked like a charm.

i have the same problem right now. a friend of mine said to find out how to deal with the airbag first. he said that something is probably loose inside of there. there are precautions when removing the airbag since it can kill you. anyways, this is what i found while looking around. havent tried it yet, but i hope it helps. im a little tired of being flipped off every so often, lol.
If you are not really mechanical I would be hesitant since the horn button is embedded in the airbag cover. But, I take no liability here.
Disconnect the battery first.
Then take out the airbag fuse.
Then, under the dash on the driver's side unplug the yellow connector to the airbag.
Then, remove the covers on the back of the steering wheel and the two bolts that cover it.
Do not get on the operating end of the airbag when you remove it and hold it away from you and anyone else in the area.
Now, set it down, face up and you can get to what you need.
