I had exactly same problem. I could not use my GPS or charge my cell phone.
In front of the driver sit, there are actually 2 fuse boxes. You probably found the first one. A second one is located above well hidden. Once you find it, you'll find the fuse you are looking for.

I would put a red volt meter lead on the middle and a the black lead on the outside. If it checks above 12 vols, the lighter itself is bad. If no voltage is present, you have to check all the positive wires back to the battery. If those are all working, you have a bad ground.

If you have over 100,000 or near there this is not going to be good, you can service the transmission put new fluid new filter. and cross your finger and hope it works, O/D flashing its a gear ratio, transmission need to rebuilt or replaced

Hello, for the check engine, a diagnostic scan will need to be run to determine what codes have been set to trigger the light. From that information, a repair path can be planned.
The cigarette lighter fuse on an Escort is located in a secondary fuse panel just above the main passenger compartment fuse panel to left of the driver's left shin when sitting. You can only see it by getting your head down below the driver's seat level. It is black & about 3/4" x 2" in face area and can be slid forwards off its plastic mounting rails with a bit of force. Once slid off, it is then easy to remove its cover and replace the "CIGAR" fuse, typically 20A.
The module that provides a circuit from the door switches to the dome light is called the Warning Chime Module. The module is located below left side of I/P, behind left side cowl panel, in Fuse Junction Panel---If the dome light will not turn on when the switch is in the ON position then the problem is not with the Chime Warning Module. Look for bad connection at the switch, lamp holder, open bulb or open Room fuse in the Central Junction Fuse Box.
Also if you need to remove the module, first remove negative battery cable and then remove two clips that hold the module on back of the Central Junction Fuse Box.
