Question about 1999 Pontiac Grand Prix
Check the condition of the following:
1) Spark plugs
2) Spark plug leads
3) Spark plug coils
4) Fuel filter and pump
5) Air filter.
Also check the idle control valve on the throttle body.

First off, check your battery terminals and posts for corrosion or any other cause of a poor connection. If your connection to the battery is cutting out/back on rapidly it would cause exactly those symptoms. also inspect the battery cables end to end for poor connections corrosion or breaks/tears in the insulating coating. if that yields no answers it is probably a sensor for the ecu or the fuel delivery system. good luck!

Sounds like a bad starter solenoid, usually cheapest and easiest to replace the starter and solenoid as a unit. It is always best to check for power between the solenoid and the starter with a test light, if the solenoid clicks but the test light doesn't light up you have found the problem in the solenoid.

It sounds like to me you are having problems with your fuel injectors. In situations like these there are soooooo many different variables and possible problems, but the fact that the car is backfiring makes me believe that you are getting too much fuel in because that is what makes are car backfire. When fuel makes it to the cat converter or muffler it will burn there and cause the backfire. My suggestion would be to start the process of elimination with a good fuel injector cleaner. The only one that recommend is called Greased Lightening and can be purchased at Napa and O'Reilley auto parts. If you don't have one of these near you I would go with Techron. start by checking your fuel delivery.. by the age of the car you probably need to find and change the fuel filter at least.. maybe even fuel pump, but filters are cheap and pumps are a little more and a book for your car will help you find where its at if you can't by looking at it.. your pump may be inside of the gas tank.. your filter will be on a metal line underneath the car next to the frame

well it has passlock two and this is common with these cars. never seen the other issue to accompany it but if you do a relearn of the key and it starts then it could be two different issue's but if it don't work then they are related.
a relearn of the key is done with the ebrake up to keep the day time running lights off ( not an issue for you) but do it anyway. put key in the ignition and turn it to the on postion right before crank for 10 sec. turn it off for 10 sec. then turn it back on for 10 mins. repeat two more times back off for 10 sec. and then back on for 10 mins. it is cruishle you try to keep with in the times or very close. 10 seconds and 10 minuites three times and that will relearn the key and if it starts then you may have two issue's but hard to tell with out testing. but i think this is the best thing you can do for now.
i have a customer that can't afford the passlock module and labor so i taught her this and she is better then me now at it. lol... but like i said very common issue. let me know if you have any more question. good luck
